The 3CL Foundation Strategic Plan 2026–2028 sets out how we intend to work over the next three years, following the notarisation of our new statute in April 2026. It marks the point at which almost a decade of applied research into educational technology, digital rights, and connected learning converges with a broader mandate: the study and development of LearnTech ecosystems that keep individuals, not platforms or algorithms, in control of how they learn and work.

The Plan is anchored by a single organising principle. Malta’s dual membership of the European Union and the Commonwealth, combined with the agility of a small state, gives us a distinctive position from which to test disruptive technologies and pedagogical models before they scale to larger jurisdictions. That same compactness, however, exposes us to structural dependencies on infrastructures we do not own or govern. We navigate this paradox by remaining open: building the evidence, frameworks, and tools that advance sovereign LearnTech ecosystems through connected learning and critical literacies.

The full Strategic Plan and the accompanying Executive Summary are available below. Together they set out our vision, four strategic goals, four strategies, and thirteen projects organised across three programme clusters.
